My work-around for this issue is to first copy the photos from the iPhones to my Mac using Image Capture, and then import them into Photos.app from there. After confirmation the main window closed but the application stayed open for a 5-10 minutes with a small window stating "Closing the library." I have c hecked my system logs in but didn't see anything that looked suspect.
Photos.app provided a confirmation sheet informing that quitting would cancel the import. Had to quit Photos.app to stop the import. The computer was left to work for over an hour with no further progress on the task. Both the progress wheel in the toolbar and progress bar in the "Import" screen were stuck and the "Stop Import" button unresponsive. Then when it got to around 150 items, the operation just stalled. The operation began and photos started to show up in the "Last Import" album. In both cases, a set of photos was selected from the device and the "Import xxxx Selected" button clicked.
